In 2014, ten years after the creation of the National Agency for Urban Renewal (ANRU in French), the second act of urban renewal is launched with a 5 billion euros budget.

This project requires a statement on the past operations. What is more, it is necessery to adopt a more sensitive approach to opportunities and investments.

Legitimate issues such as mixity, transport, neighborhood image and identity give way to questions on services and uses, economic development, led by the desire of ANRU 2 to better root actions in their environment and to upgrade the neighborhoods' position in common law thanks to City contracts.

Justice gets all its meaning back : equal treatment - not generic - between different neighborhoods,  appropriation of public places - not in an exclusive manner, identification - not stigmatization - of places to live, to share, to meet.
